I noticed that there was no properprocedure to control waste management and poor housekeeping related hazardslike improper accessand egress was provided for most of the under constructed areas of site alsopoor lighting was also observed at access/egress routes, general cleaning ofsite like washrooms, mess area and rest room were not being done for long time andheap of construction waste were found round the site. If these hazards cannot be controlled then workers could be indulgedin ill- health issues due to non provision of sanitary conditions. Tripping orfalling may also occur due to scattered waste or poor housekeeping leading tominor or major injuries.

 

To avoid enforcement actions, these hazardsmust be eliminated and the required controls measure would be ensure good lighting on all access/egressroutes by installing local and spot lights and provide proper access ladders, conductinspection regime to check and maintain all access/egress routes and introducesystem of regular inspection and maintenance of access/egress routes, cleaning personnel, sweepers must be deputedfor the regular cleaning of wash rooms and rest rooms and arrange necessarytrainings to maintain good housekeeping at all the sections of site, ensure regular discharge of waste materials,and allocation of specific area for waste collection and introduce system ofregular monitoring to maintain good housekeeping at site, remove all the scattered waste material fromsite and designate proper area for waste collection and place garbage bins, providegarbage trucks and allocate duties  toremove daily scrape and garbage and develop & implement regime of maintainwaste management at site.

 

Provision of PPE and necessary safetytrainings, installation of local and spot lights, maintenance of access/egressroutes and maintain general cleaning, provision of garbage trucks and wastecollection area with garbage bins, implementation of waste management andadministrative measures will cost almost around 3,120,000 PKR.

“According to these laws employer is responsiblefor providing safe place of work, safe plant and equipment and safe system ofwork and that its duty to ensure that there is safe access and egress topremises.”

 

 

1)    Observationnumber# 12, 16 and 24 are related to Fire and Poor Firefighting ArrangementsHazards (e.g. welding near waste, poor storage of fuels and limited fireextinguishers):

 

 

Welding and gas cutting work was being carried out on water supplypipes without using welding booth and without taking valid permit fromauthorities while combustible construction waste was scattered at siteunattended, fuel drums were found placed in open areas at site without properprecautionary measures and warning signs while two workers were found smokingnear that area and Very few fire extinguishers were present in maintenanceworkshop and inspection record was also not maintained. These hazards can lead to uncontrolled fire, delay in firefightingresponse and results into serious burn injuries and product or property damage.
